The incident, described as "catastrophic," occurred on Friday afternoon when the agency's one-mile-long penstock pipe ruptured in multiple locations. The resulting flood of water and mud rushed down the hillside, inundating the hydroelectric facility.
Five individuals, including employees, contractors, and Pacific Gas Electric Co. workers, were rescued from the area. One person was swept away by the water but was thankfully rescued and taken to the hospital.
The debris flow not only affected the powerhouse but also PG&E's switching station nearby. Over 15,000 people experienced power outages in parts of Yuba, Sierra, and Butte counties.
Yuba Water Agency's penstock pipe is connected to a five-mile-long rock tunnel at the New Bullards Bar Dam and Reservoir, transporting water down the hillside to the New Colgate Powerhouse. The facility generates power for approximately 350,000 homes.
The agency has been undergoing upgrades to the Colgate tunnel and penstock since September 2025, with work scheduled to be completed in March. A project timeline indicates that a new protective valve on the penstock was being tested during the week of the incident.
While the New Bullards Bar Dam and Reservoir were not impacted, the agency is concerned about potential downstream flooding due to hillside erosion. Geotechnical crews are assessing the damage ahead of the expected rainfall on Sunday.
People are advised to avoid Lake Francis Road and the surrounding areas. The Yuba Water Agency is conducting helicopter surveys of the North and Middle Yuba rivers to map debris and identify locations for debris capture.
The agency is collaborating with the environmental company Clean Harbors and the U.S. Army Corps of Engineers to contain debris and monitor water quality.
